Philadelphia, PA –Attorney Tiffany L. Palmer, a candidate for Judge of the Court of Common Pleas in the May 21, 2019 primary election, has received a “Highly Recommended” merit rating from the Philadelphia Bar Association’s Commission on Judicial Selection and Retention. She is the first candidate to receive this exceptional rating since the 2015 electoral cycle.
The Association’s Commission on Judicial Selection and Retention evaluates judicial candidates to help voters make decisions about candidates for judicial office. The Commission’s evaluations are based on criteria such as legal ability, experience, temperament, administrative ability, integrity, and devotion to improvement of the quality of justice. The Commission rates judicial candidates as “Not Recommended” “Recommended” or “Highly Recommended.” The “Highly Recommended” rating is reserved for “those extraordinary individuals…[who are] are preeminent in the profession, exceptionally skilled in the law, possess a reputation for the utmost integrity and significantly will enhance or have enhanced the quality of the judiciary.” Read more about the Commission’s standards for this evaluation process.
Tiffany has a long history of LGBT rights and family law experience and has a particular interest in improving Family Court. Twenty years ago, Tiffany founded the first LGBT family law direct services program in the nation, which was housed at a Philadelphia nonprofit. In 2003, Tiffany co-founded Jerner & Palmer P.C., a Germantown law firm specializing in family law and estate planning. Since then, Tiffany’s practice has focused on family formation through adoption and assisted reproductive technology, as well as custody, support, and other aspects of family dissolution. She has also litigated contested parentage cases involving these issues, where she has argued before the Pennsylvania Superior Court and Pennsylvania Supreme Court.
Tiffany is a nationally recognized leader in the field. She is currently the Director of the Family Law Institute of the National LGBT Bar Association, a fellow of the Academy of Adoption and Assisted Reproduction Attorneys. In 2018, Tiffany was the Honoree for the Mazzoni Center’s Justice in Action Luncheon. She also received the Mary Philbrook Public Interest Law Service Award from her alma mater, Rutgers Law School, in 2014.
